Job Description:
GSI is looking for a talented Environmental Project Manager to join our growing team! In this role you will provide overall technical direction and management of environmental remediation and regulatory compliance projects under the Air Force Base Realignment and Closure (BRAC) Environmental Construction and Optimization Services (BECOS) Southwest Region. The projects are performed in compliance with Comprehensive Environmental Response, Compensation, ad Liability Act (CERCLA) and Resource Conservation and Recovery Act (RCRA) and are located at the Former George Air Force Base (Victorville, CA), Former March AFB (Riverside, CA), Former Norton AFB (San Bernardino, CA) and Former Williams AFB (Mesa, AZ) and vary in considerable size, scope and complexity.
The BECOS Task Orders include (but are not limited to) the following tasks:
Soil Vapor Extraction (SVE) operation, compliance sampling, permitting and reporting
Plume investigations
Remedy Evaluation, Optimization and Modeling
Basewide and Site-Specific Groundwater sampling, data evaluation, plume delineation, potentiometric mapping, compliance reporting
Indoor Air Monitoring, and Vapor Intrusion
Free Product Evaluation and Extraction
Soil boring installation, geologic logging, sampling and reporting
Groundwater Monitoring Well permitting, installation, development and sampling
Waste Management including characterization, profile and off-site disposal
Five-Year Review Compliance Reports
Closed Landfill Inspections
The PM will ensure that all work and associated tasks performed by GSI are designed and conducted in accordance with approved work plans, applicable state-specific regulations, regulatory agency guidance, installation and client-specific requirements.
The PM provides technical and managerial advice to Air Force clients, GSI co-workers and subcontract team members ensuring all work is performed in compliance with an approved Health & Safety Plan and Quality Control Plan.
The PM may also be asked to assist with developing program policies, contract-specific technical deliverables, respond to Air Force and Regulatory Agency comments, attend routine bi-weekly status meetings with the Air Force, develop and present Power Point presentations at quarterly BRAC Cleanup Team (BCT) Meetings with the Air Force and Regulatory Agencies and develop pricing for BECOS proposals.
The PM will manage BECOS Task Order projects. Project management responsibilities include close coordination with Air Force clients and GSI-team members regarding deliverable status and field work, installation-specific personnel, vendors and subcontractors; and completion of projects within scope, schedule and budget.
The PM will oversee all aspects of assigned projects including establishing Project Schedules, Milestone Payment Schedules (MPS), assign responsibilities to team members, monitor and summarize progress of each assigned project; and prepare internal reports for upper management regarding the financial status of each assigned projects.
What You'll Be Doing :
Provides and is responsible for overall management and technical direction to projects of considerable size, scope or complexity
Coordinates internal resources and third parties/vendors for the flawless execution of projects
Ensures that all projects are delivered on-time, within scope and within budget
Assists in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility
Coordinates with the Program Manager to ensure resource availability and allocation
Develops a detailed project plan to monitor and track progress
Manages changes to the project scope, project schedule, and project costs using appropriate verification techniques
Measures project performance using appropriate tools and techniques
Reports and escalates to management as needed
Manages the relationship with the client and all stakeholders
Performs risk management to minimize project risks
Establishes and maintains relationships with third parties/vendors
Creates and maintains comprehensive project documentation
Meets with clients to take detailed ordering briefs and clarify specific requirements of each project
Delegates project tasks based on junior staff members' individual strengths, skill sets, and experience levels
Tracks project performance, specifically to analyze the successful completion of short and long-term goals
Meets budgetary objectives and makes adjustments to project constraints based on financial analysis
Develops comprehensive project plans to be shared with clients as well as other staff members
Uses and continually develops leadership skills
Attends conferences and training as required to maintain proficiency
Performs other related duties as assigned
Develops spreadsheets, diagrams and process maps to document needs
What Required Skills You'll Bring :
Strong communication skills, work well with fellow team members and Air Force personnel to ensure all project-specific deliverables address applicable Task Order scope, schedule and budget requirements and achieve compliance with health & safety and quality control objectives. PM will communicate effectively with GSI Program Manager on the status of current projects and assist with internal hiring of technical staff.
Must be experienced with CERCLA Program requirements
California regulatory experience
Minimum of six years professional work experience supporting federal government programs, have experience with a variety of environmental concepts, practices, and procedures; rely on experience and judgment to plan and accomplish goals; perform a variety of tasks; lead and direct the work of others; enhance department and organization reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments. A wide degree of creativity and latitude is expected.
